Several factors are creating an urgent need for policy makers to turn their attention to finding solutions for recruiting and retaining quality foster parents.  These include rising numbers of children entering foster care in many communities due to the opioid crisis as well as new federal requirements on states that encourage family-based settings for children and youth in foster care.  The CHAMPS policy priorities include six policy approaches that are critical to addressing foster parent shortages and supporting quality foster parenting as an ongoing priority.
